Target groups

The stakeholders (beyond the project beneficiaries) that are related to and were involved in this project are listed below (along with the reason (s) that make them target groups and thus, also eligible to be invited to participate in the projectís dialogue forum):

 Local authorities: they were invited to participate in the forum through the Central Union of Municipalities of Greece (KEDKE).

 Union of Prefecture Authorities of Greece (ENAE).

 The Ministry of Environment, Energy and Climate Change, as all national waste management plans and strategies are designed and monitored by this Ministry. The Ministry provided information and the National position in regards to EOL-tire management and how it is implemented.

 The Ministry of Interior, Decentralisation and E-government, which is the Ministry which oversees all issues pertaining to local authorities.

 The collective-producer-responsibility system (Ecoelastika S.A.) responsible for the separate collection and recovery of EOL-tires from various points throughout the country, temporary warehousing (stockpiling) by the transporters and further transportation to processing and recovery plants.

 Technical Chamber of Greece.

 Pan-Hellenic Association of Civil Engineers.

 Cement companies recovering energy from EOL-tires.

 EOL-tiresí processing and recycling plants.

 Companies utilising previously shredded or grinded (or eventually de-vulcanised) EOL-tires as feedstock for the production of a series of useful secondary products.

 Consumer protection groups to represent the interest of the public.

 Public: Within the context of the forum, a series of meetings will also be held also for the citizens to get their views and feed-back as well as to increase their awareness.


These stakeholders were asked to:

 express their interest for being informed about the project activities (basic level of engagement);

 express their commitment to participate to questionnaire surveys and discussion groups (stronger level of engagement);

 list 5 stakeholder they consider relevant (peer-development of the community).


The stakeholders who agreed on stronger level of engagement were asked to:

 provide orientations for the analysis development (e.g. discussion on the nature of

†††††††† market drivers, etc.);

 provide/validate data (i.e. for market analysis of EOL-tires and SWOT analysis);

 validate the project outputs (i.e. discussing the conclusions and the after-the-end-of the-project strategies).


Beside the stakeholders at regional level, other stakeholder is taken into consideration: these are the actors that play/played a relevant role in determining the boundary conditions for the local market. These stakeholders were kept informed about the project activities and were mainly asked to provide assistance in occurring problems in accessing/interpreting the public documentation of their competence. Also these stakeholders also represented an additional source of information so as to compare the determinants in different regional systems. All the above stakeholders were benefited from the project in terms of creation of new business opportunities (e.g. by supporting new markets).
